Informator Herman Tjeenk Willink suggested to reach agreements on four to five major Social themes. Themes mentioned: the functioning of the government, climate problems, social contradictions on the labor market and education. It is incomprehensible that it is not clear that the situation of children in this country must be a different theme. Since the coalition agreement of the VVD and the PvdA in 2012, with the decentralization of youth care, the situation of children in trouble is severely deteriorated. In 2014, the municipality pointed out that it had no sight on the risks that hinder better youth care. In 2015 when youth care came on the plate of the municipality, the risks were underestimated.
